Human Capital Priorities Stream

Ontario’s Express Entry Human Capital Priorities stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP).

It gives foreign workers with the required skilled work experience, language abilities and education the opportunity to apply to permanently live and work in Ontario.

To qualify for this category, you must meet the requirements of one of these federal immigration programs:

  • Federal Skilled Worker Program (FSWP)
  • Canadian Experience Class (CEC)

Under the Federal Skilled Worker Program, you must have:

  • At least one year of continuous paid full-time work experience (or the equivalent in paid part- time work) in Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC)

Your work experience must have been:

  • obtained within the last five years from the date of submitting your application to the OINP
  • in the same primary occupation as you identified in your Express Entry profile
  • You may have gained your work experience in Canada or overseas.

Under the Canadian Experience Class, you must have:

  • at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Canada in Skill Type 0 or Skill Level A or B of the NOC

Your work experience must have been:

  • obtained within the last three years from the date of submitting your application to the OINP
  • in one or more of the occupations that you identified in your Express Entry profile
  • in Canada while maintaining legal status in Canada

Other requirements:

  • have a Canadian bachelor’s, master’s or PhD degree or its equivalent in another country.
  • minimum CLB 7 equivalent in English or French
  • have enough money to support yourself and your dependent family members when you settle in Canada.
  • intent to live in Ontario

International Student Stream

International Student stream gives international students with a job offer in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC), the opportunity to apply for a nomination from the OINP to permanently live and work in Ontario.

To qualify for this category, you must:

  • have a job offer in Ontario from a qualified employer for a full-time and permanent position
  • the job offered must be in a skilled occupation at Skill Type 0 or Skill Levels A or B of National Occupation Classification (NOC)
  • work based in Ontario
  • have received from an eligible Canadian institution one of the following:
    • a degree or diploma that takes at least two years to complete if you study on a full-time basis, or
    • a degree, diploma or certificate that takes at least one year to complete if you study on a full-time basis and that requires a completed degree as an admission requirement
  • intent to live in Ontario
  • submit your application within two years of completing the requirements necessary to obtain your degree, diploma or certificate

Masters Graduate Stream

The Masters Graduate stream gives international graduates with an Ontario master’s degree the opportunity to apply for a nomination from the OINP to permanently live and work in Ontario.

To qualify for this category, you must:

  • have completed the requirements necessary to get a master’s degree
  • have minimum CLB 7 equivalent in English or French
  • have legally lived in Ontario for at least one year in the past two years before you apply
  • have enough money to support yourself and your dependent family members when you settle in Canada
  • intent to live in Ontario

At the time you apply, you must be either:

  • living in Ontario with legal status (study permit, work permit, visitor record)
    living outside Canada
  • You don’t qualify if you’re living in a province or territory in Canada other than Ontario at the time you apply.

Entrepreneur Stream

Personal requirements

To qualify, you must:

  • have at least 24 months of full-time business experience in the last 60 months
  • have a personal net worth of at least CAD$800,000 if your proposed business is to be located within the Greater Toronto Area or CAD$400,000 if outside the Greater Toronto Area
  • minimum CLB 4 equivalent in English or French

Business, job and investment requirements

To qualify you must:

  • establish an eligible new business or purchase and improve an existing business
  • make an eligible personal investment of at least CAD$600,000 000 if your proposed business is to be located within the Greater Toronto
    Area or CAD$200,000 if outside the Greater Toronto Area
  • create at least 1-2 new full-time jobs for a Canadian citizen or permanent resident in the business
